The government of Kyrgyzstan has introduced a national cargo tracking mechanism using navigation seals to strengthen cross-border cargo supervision and improve trade transparency across the Eurasian Economic Union (EAEU).
To support this initiative, Jointech provided advanced ECTS cargo monitoring technology, including GPS seals, GPS locks, and navigation seal tracking solutions, enabling real-time monitoring of cargo movements across international transport corridors.

In order to enhance cargo security and simplify customs control procedures, the EAEU launched a regional cargo tracking mechanism based on navigation seals.
Starting February 11, 2026, the use of navigation seals for cargo transportation became mandatory across EAEU member states, including Kyrgyzstan.
The system allows customs authorities to monitor cargo movements across multiple countries in real time, improving transparency and reducing the need for traditional customs escort procedures.
During the initial implementation phase, navigation seals are applied to shipments including:
• Alcoholic beverages
• Tobacco products
• Goods subject to special economic measures
These shipments must be tracked using ECTS cargo tracking technology during road or rail transportation across EAEU territories.
Before implementing the navigation seal tracking system, customs authorities faced several operational challenges:
• Limited real-time visibility of cargo during international transit
• Risks of cargo tampering or unauthorized route deviations
• Heavy reliance on manual inspections and customs escorts
• Increasing cross-border trade volumes requiring more efficient monitoring tools
Traditional customs control methods often resulted in delays at border checkpoints and increased operational costs for both regulators and logistics operators.

Project Implementation
The cargo tracking system was introduced through a phased implementation process.
A pilot project for the use of navigation seals was launched for cargo transportation between Kyrgyzstan and neighboring countries, including Kazakhstan and Russia.
The pilot program allowed authorities to test the technology and evaluate operational procedures before large-scale deployment.
Navigation seals and GPS lock devices were installed at major border checkpoints and logistics hubs.
For road transport, navigation seal installation points were established near border checkpoints such as:

Cargo tracking data is transmitted to a centralized monitoring system operating 24 hours a day, enabling authorities to supervise shipments moving across the EAEU transport network.
